What is TxHQIM?
Texas High-Quality Instructional Materials (TxHQIM) are educational resources that meet specific quality criteria and align with state educational standards. They include textbooks, lesson plans and teaching materials that support students' learning needs and academic success.

The Texas State Board of Education (SBOE) hopes to have initial subjects and grade levels for the 2025 -2026 school year.
HB 1605
When studies showed that a significant percentage of Texas students were being taught below their grade levels, incentives were created for Texas school districts to select TxHQIM, ensuring that teachers are equipped with high-quality, grade-level material and that student learning is on pace. Signed into law in 2023, HB 1605 provides funds to schools that adopt state-approved, grade-level, high-quality teaching materials, aiming to support teachers, engage students and provide transparency for parents.
Currently, the SBOE is deliberating the new Instructional Materials Review and Approval (IMRA) Process and Criteria for the first content areas.

In the years ahead, Texas will continue that process for each content area and will repeat the review process as Texas Essential Knowledge and Skills (TEKS) or state educational standards are updated.

TxHQIM pilot programs across the state have shown incredible results. For example, Everman ISD saw a 13 percent rise in the number of kindergarten students district-wide considered on track on an early literacy screening tool.
Empowering Parents
TxHQIM offer transparency through online portals, allowing parents to monitor their child's curriculum. These materials assure quality and alignment with state standards, providing confidence in the educational experience.
Supporting Teachers
Using TxHQIM means less time crafting lessons and more time teaching. These resources allow teachers to provide top-notch, grade-level education while providing more moments to engage, inspire, and truly connect with students.
Enriching Schools
By promoting openness and enhancing responsibility through effective oversight, coupled with increased financial assistance, school districts gain the flexibility to choose their preferred curriculum.
Pilot Districts Out-Performed State Averages
Academic growth in reading on grade level at pilot campuses using TxHQIM was stronger for African American and economically disadvantaged students when compared to the rest of the state.
